On September 27, 1990 Saddam Hussein wrote on Desk Memo in Red Ink:

Comrade Sabawi: 

The number of intelligence officers stationed in Kuwait will be reduced, and they will be returned to their posts in Baghdad or Basra Governorate... A schedule and lists will be prepared for the police... and there will be no interference in the work of the army, which is under our sole command.
